I'd say PTC means +ve temperature coefficient thermistor.
Both (negative) NTC and PTC, depending on topology, can be used for surge protection.

New tube, 60W plate dissipation. Well when I grew up on a farm the governement was paying the farmers to seal the grain bins on long contracts and put the land into crop reduction program (CRP). Thankfully, in my country it is still about health. Andy I think dave is right on the nail. Headroom is the allowable input range before nominal distortion, nothing to to with actual volume but a lot to do with bias condition. No reason 1W amps can't have higher headroom than 100W amps. In class AB Push pull headroom will decrease as bias is made hot...

I've used razor blades to cut foam to shape for custom guitar cases. Horrible process, I don't recommend it!
