I would stay away from OSB. most multimeters have problems measuring small resistances exactly... If you don't have access to a trusted one, maybe comparing measurements from different multimeters give you a feeling of how far your multimeter(s) is/are off I know, this is not a solution but shows if your eqipment is the proble...

www.reichelt.de is a good source for e.g. resistors. They offer 0,1% tolerances (should be more than enough for this purpose) I generally use 5%/2W Metal Oxide for safety margin.
